State Funding for Higher Education
A 2018 article in Change Magazine analyzes trends in public support since World War II; a 2006 speech summarizes both the case for public funding and what higher education needs to do to justify greater support; the annual SHEEO State Higher Education Finance (SHEF) study begun in 2003 provides both an historical perspective and current information.

Higher Education Budgeting My study of higher education budgeting began in 1972 with my doctoral dissertation, "The Politics of Higher Education Appropriations in Three Midwestern States." The following articles reflect my experience since that time.

Budgeting for Higher Education in Illinois
From 1970 to 2000 Illinois Board of Higher Education in collaboration with institutional leaders developed and employed analytical tools to achieve equitable funding among institutions, student aid policies that achieved affordable access and choice to students, and strategies to enhance productivity and quality. The National Center for Public Policy in Higher Education’s project Measuring Up 2000 gave Illinois the highest overall grade in the nation for participation, preparation, completion, affordability, and state benefit in higher education. Oral histories from this period have been collected in the Abraham Lincoln Presidential Library.
